In accordance with the priorities of the state policy in the field of subsoil use, the main objectives of FGBI "VNIGNI" are activities forming an important part of the state control over mineral resources condition and use, over works on reproduction and rational use of mineral resources base of the fuel and energy industry of Russia in five main areas:

1. Work areas, scientific and methodological support of   prospecting projects in Russian oil and gas provinces

·         Annual summing up of geological prospecting work funded by the federal budget, as well as by local budgets of subjects of the Russian Federation and subsurface users; analysis and generalization of the results; drawing up proposals for optimizing schedule of prospecting projects funded by the federal budget.

·         Annual appraisals of proposals made by local departments of Federal Agency for Subsoil Use on inclusion of new sites in the exploration program at the expense of the federal budget.

·         Annual analytic reports on results of prospecting projects performed by analysis of major oil and gas companies.

·         Drafting guidelines for developing a scope of prospecting works to be performed by subsoil users as a part of geological exploration of licensing sites.

·         Trends analysis for key performance indicators of oil and gas exploration works funded by all sources and performed in federal districts and constituent entities of the Russian Federation.

·         Developing methods of evaluating collectors ratio in sedimentation masses.

·         Research of stratigraphy, tectonics, lithology, geochemistry, rock physics, and hydrogeology of oil and gas plays.

·         Geochemical research of organic matter, oil, gas and condensate.

·         Petrophysical evaluation of reservoirs.

·         Analysis of seismic survey data and geological and geophysical modelling of reservoirs.

2. Analysis and assessment of oil and gas resource potential of the Russian Federation

·         Analysis of condition and structure of hydrocarbon resources  initially-in-place, and evaluation of changes over the past year by geological zones and administrative regions, including unallocated subsoil funds.

·         Distribution analysis of recoverable oil reserves in A+B+C1 categories at the beginning of each year according to their level of industrial development by geological zones and administrative regions, particularly for unallocated subsoil fund reserves.

·         Distribution analysis of recoverable gas reserves in A+B+C1 categories at the beginning of each year according to their level of industrial development by geological zones and administrative regions, particularly for unallocated subsoil fund reserves.

·         Annual assessment of C3 category of HC resources for Russian oil and gas provinces.

·         Drafting Digital Certificates for sites prepared for drilling.

·         Potential HC resources (С3 category) budgeting within unallocated and allocated funds of subsurface resources for all oil and gas provinces of the Russian Federation.

·         Analysis of reserves structure based on immediate assessment.

·         Comparison of oil and gas reserves incremental and write-off values for the Russian Federation and its regions.

·         Analysis of sources of oil and gas reserves incremental and write-off values for the Russian Federation and its regions.

·         Analysis of reserves increment stemming from new fields.

·         Forecast of transferring unallocated and allocated fund reserves and resources into higher categories of reserves.

·         Long–term forecasts of oil production for producing and prepared for development fields in Russian Federation.

Since 1958 once in 5 years FGUP "VNIGNI" provides a quantitative predictive assessment of hydrocarbon resources. The last revaluation of resources was conducted on the 1st of January, 2009. Determination of the amount of perspective and forecasted hydrocarbon resources, based on the use of the entire amount of geological information is the basis of oil and gas potential forecasting - an important and crucial stage of geological exploration of oil and gas bearing provinces of the Russian Federation and its regions.

3. Monitoring of subsoil use licensing for oil and gas bearing provinces of the Russian Federation

·         GIS analysis of the conditions and trends for unallocated subsoil reserves for Russian regions, inland seas, territorial seas and continental shelf.

·         Developing recommendations for licensing strategy for Russian regions, inland seas, territorial seas and continental shelf.

·         Analysis of current state and trends in changes of current HC licensing structure.

·         Analysis of information on compliance to licensing terms for project documentation, geological exploration and production of hydrocarbons by subsoil users.

·         Ongoing expert assessment of HC licensing sites to be included in licensing programs projects.

·         Preparing annual consolidated licensing programs for hydrocarbon materials.

·         Immediate expert assessment of terms and conditions of tenders and auctions for subsoil license.

·         Geological and economic validation of terms and conditions of subsoil license tenders and auctions.

·         Analysis of the results of subsoil license tenders and auctions (for hydrocarbon materials).

·         Updating of Automated monitoring and control system of unallocated subsurface funds software.

·         Analytical reports on changes in hydrocarbon resource potential based on geological prospecting in allocated and unallocated subsurface funds using Automated monitoring and control system of unallocated subsurface funds.

4. Oil and gas field development 

·         Technical support to the Central Commission for technical projects approval for hydrocarbon field development of the Federal Agency for Subsoil Use (Rosnedra) for the purpose of exercising the authority of the Federal Agency for Subsoil Use as defined in the Russian Federation Government Ruling No. 118 of 3 March 2010, in keeping

·         with Article 23.2 of the Russian Federation Law No. 2395-1 of 21 February 1992 On Subsoil, which includes:

   scheduling of consideration of oil and gas field development project documents based on requests from subsoil users;

   preparation of the meeting agenda and its mailing out to members of the  Moscow Oil section of CDC Rosnedra and people invited;

   preparation of meetings of the Moscow Oil section of CDC Rosnedra;

   preparing minutes of meetings of the Moscow Oil section of CDC Rosnedra;

   scanning meeting protocols for sending them to various ministries and agencies of the Russian Federation;

   issuing CDC minutes of meetings to subsoil users.

·         Approval for project documentation based on the analysis of subsoil user's technical and process design details intended to ensure user's fulfillment of the subsoil site usage conditions, conservation of subsoil resources, and compliance with the Russian Federation laws on subsoil use.

·         Developing 3D digital geological and hydrodynamic models of hydrocarbon fields and model validity assessment; enhancement and improvement of software functionality for the development of 3D digital geological and hydrodynamic models of hydrocarbon fields.

·         Arranging training and experience sharing in hydrocarbon field development industry; organizing academic and research conferences, workshops, symposiums and meetings to discuss problems of hydrocarbon field development.

·         Hearing scientists’ reports and consolidating results of research works on further improvement of HC field development technology, drafting research and development proposals of priority.

·         Consolidating results of research and experimental works, submitting proposals in regards to priorities in field development procedures and processes, and enhancing hydrocarbon use efficiency.

·         Taking part in drafting documents regulating the design and development of fields, including national standards, rules, guidelines and procedures.

·         Data management and control of ongoing update of databases in the area of HC field development.

·         Maintaining indicator databases of HC field development (HC production levels, total number of wells, water injection volumes, efficiency of oil recovery techniques, etc.)

·         Maintaining statistical source database for economic calculations used by subsoil users in project documents, and their verification (oil price, drilling costs in similar geological and physical conditions, etc.).

 5. Data management and regulatory support of the state’s control over subsoil use for oil and gas 

·        Adaptation to current conditions and redrafting of former documents regulating accounting and analysis of the stock of prepared sites.

·        Drafting documents regulating analysis of the stock of prepared sites.

·        Development of guidelines for database management for the stock of prospective oil and gas sites and for managing data on prepared sites.

·        Analysis of licensing status, degree of geological and geophysical exploration, transportation infrastructure and level of technical development of unallocated subsoil fund sites.

·        Development of guidelines for assessment of sites of unallocated subsoil fund by degree of exploration, development and proximity to transportation infrastructure; defining requirements for site exploration.

·        Developing guidelines for determining advisable level of exploration for different types of sites considering economic rationality.

·        Developing guidelines for optimizing licensing procedures for subsoil use, making amendments and alterations, and terms of license withdrawal.

·        Comprehensive evaluation of subsoil use licensing arrangements, amendments and alterations, and terms of license withdrawal; preparing proposals for licensing optimization.

·        Development of efficient set of recommendations for conducting prospecting and assessment fieldworks, and for analysis and interpretation of initial data.

·        Developing recommendations for use of geophysical data and technology in forecasts and assessment of oil and gas reservoirs.

·        Defining performance indicators for different stages of oil and gas prospecting and exploration projects.

·        Development of recommendations for oil and gas prospecting and exploration works.

·        Development of a unified system and guidelines for managing data on core produced from stratigraphic, parametric  and super-deep wells.
